Seisen International School is operated by the Seisen Jogakuin Incorporated Educational Institution under the auspices of the Handmaids of the Sacred Heart of Jesus. The order was founded in 1877 by Saint Rafaela Maria Porras to dedicate its efforts to educational activities.

Seisen Jogakuin Incorporated Educational Institution consists of nine schools, all called Seisen, and all but one, Seisen International School, uses Japanese as the language of instruction. Seisen Jogakuin Incorporated Educational Institution bears full legal and financial responsibility for the schools operated under it.

General policies of development, work regulations, accounting practices, school philosophy and tuition are decided by the Institution. Japanese law has determined the structure of the Institution itself, and the Japanese Ministry of education has approved its constitution.
